The Florida Municipal Loan Council (FMLC) helps cities, counties and other local governments finance projects more cost-effectively by leveraging the benefits of larger, pooled financings. Established in 1998 through an interlocal agreement, the FMLC is governed by a Board of up to seven elected officials. Created by local governments for local governments, the program requires no procurement process.

FMLC’s Bond Issue Program offers fixed-rate financing tailored to local governments’ needs. Established to assist small and medium-sized municipalities, the program supports capital improvements, renovations, fixed-asset additions, and debt refinancing.
The League manages all administrative aspects, including hiring bond professionals, overseeing continuing disclosure, investing proceeds, and handling arbitrage rebate calculations.
The program features a straightforward application process with minimal documentation requirements and is designed for simplicity and efficiency.

FMLC’s Bank Loan Program offers long-term financing solutions for municipal issuers. Through a competitive Request for Proposals (RFP) process, the program connects borrowers with banks interested in funding new projects or refinancing existing loans.
The FMLC, alongside its financial advisor and bond counsel, assists borrowers throughout the loan closing process, including obtaining rate quotes and drafting necessary documents.
