**Announcing New Commercial Paper Program
The League, on behalf of the Florida Municipal Loan Council (FMLC), announces the approval of a new Commercial Paper Loan Program. The FMLC Board met in conjunction with the League’s annual budget meeting in September and approved this flexible and cost-effective financing option. Previously, commercial paper borrowing has been used by some local governments, but it may not have been an attractive alternative for many issuers because of the large initial amount required to achieve economies of scale. Through pooling the needs of many entities, the FMLC intends to make commercial paper feasible for both small and large governments. Over the last 15 years, the difference between commercial paper rates and long-term municipal bond rates has averaged approximately 275 basis points, or 2.75 percent. The FMLC has been a successful bond pool for Florida governments since 1999, issuing more than $650 million in fixed-rate, long-term debt with more than 85 loans to local governments. The Commercial Paper Program will provide an alternative to the traditional fixed-rate debt for both short-term needs and possibly for diversification of your long-term debt portfolio. The Grant Institute’s Grants 101 Course is an intensive introduction to the process, structure and skill of professional proposal writing. FMIT Fraud Investigations Update
A former clerical worker for the Jefferson County Board of County Commissioners has been convicted of workers’ compensation fraud and perjury. She received a sentence of five years probation, and was ordered to pay restitution of $13,108.99 to the Florida Municipal Insurance Trust (FMIT) and complete 450 hours of community service. The claimant is suspected of misrepresenting pre-existing back problems in her recorded statement and deposition and to her medical providers in support of her claim. The Florida Department of Financial Services estimates Florida residents pay an additional $1,400 in premiums because of fraud. Insurance fraud costs Americans billions of dollars, and is the second costliest white-collar crime, second only to income-tax evasion. Assistant Fire Chief – City of Oakland Park.
