Director of Housing and Community Development – City of West Palm Beach

(pop. 102,000) Salary range: $84,570 - $134,509 DOQ. Reporting to the deputy city administrator, the director manages the Department of Housing and Community Development including formulating and coordinating the city’s housing and community development programs; formulation of policies and procedures and strategies designed to attract and promote affordable/attainable housing and desirable community development in the City of West Palm Beach. Serves as advisor on housing and community development projects to the City Commission and other city agencies. Qualifications: the position requires a bachelor’s degree from an accredited college or university with a major in political science, economics, public administration, urban planning or closely related field and seven years of progressively responsible state or local government experience in housing, community development and/or neighborhood revitalization; or any equivalent combination of training and experience. Three years of supervisory or managerial experience. Master’s degree preferred. The candidate must have a combination of management skills and strong technical skills. A valid State of Florida driver’s license required. A valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized upon application; with the ability to obtain the State of Florida driver’s license within 30 days of appointment. Justice Oliver Wendell Holmes once famously observed that “[t]he most stringent protection of free speech would not protect a man in falsely shouting fire in a theater, and causing a panic. It does not even protect a man from an injunction against uttering words that may have all the effect of force.” (Schenck vs. United States – 249 U.S. 47 – 1919) Justice Holmes was not denying the First Amendment (though one certainly can question the application of the principle he articulated to the case he helped decide); he was affirming that even our most fundamental freedoms have their necessary limits.
