The League’s lobbyists will provide status reports on the League’s legislative action agenda priorities. You’ll learn the latest on these and other key issues affecting municipalities. Following the briefing, there will be a reception for all registrants beginning at 5:30 p.m. at the Mary Brogan Museum of Art and Science, located just across Kleman Plaza from the League office. The National League of Cities and the Public Technology Institute will be hosting a webinar on Thursday, September 13 at 2:00 pm ET titled “How a Municipal Network Can Help Your City.”

Some of the fastest broadband networks are being built by local governments, according to a recent report titled "Broadband at the Speed of Light" from the Institute for Local Self-Reliance and the Benton Foundation. A community run network is a useful tool for several reasons. It can provide much faster speeds and higher levels of service to city departments, local businesses, and residents. These networks lower the prices for everyone by creating real competition and often lead to efficiencies in the operation of a variety of city services, including public safety, education, healthcare and transportation. Additionally, municipal networks can help encourage the development of business in the community creating economic development opportunities.
 
The webinar will features cities who have successfully implemented municipal broadband networks and will highlight what their experiences have been. While these example might not be replicable for all cities, the lessons learned here can encourage all local governments to strategically think about what is feasible as a long-term solution with regard to broadband access given existing limitations such as state regulations and industry monopolies.

The Florida Legislature has sponsored five constitutional amendments dealing with property taxes that will appear on the 2012 general election ballot. One of the amendments, Amendment 4, makes several significant changes to the state’s property tax system. The amendment changes the current assessment limit on commercial property, vacant property and second homes; gives first-time home buyers an additional homestead exemption; and allows the Legislature to prohibit increases in the assessed value of a property if the just value of the property decreases. 
 
As election day nears, it is important that cities and their citizens learn more about this proposed constitutional amendment and the impact it may have on their city if it is adopted.

The 2012 campaign season is finally over---except for the crying. The newly elected members of the Florida House and Senate have been holding committee meetings, filing bills and generally conducting the business of the state since November 2012. Fourteen new Senators (12 of whom have previous legislative experience) out of 40, and 43 new House members (four of whom have some sort of legislative experience) out of 120 will descend on Tallahassee for the 60 day 2013 legislative session.
 
In addition to the FLC's priorities, that we will discuss during this webinar, the legislature will try to craft a budget, address state employee and local government pension reform, look for ways to kick start Florida’s economy through tax breaks and incentives for businesses, reform ethics and campaign financing laws and a host of other issues—a large number of which may have an impact on local governments.

This seminar has been designed for city attorneys, city managers, city clerks, human resource directors, utility directors and law enforcement personnel. A complete review of fraud, related to the business operations within municipalities and government agencies as well as Federal Privacy Laws and compliance requirements will be presented. When sensitive data is lost, stolen or misused, not only is the public trust compromised, but local governments may face additional expenses related to notifying affected parties, providing assistance to affected individuals and defending themselves against resultant legal claims. Under new federal regulations, municipalities as well as other governmental agencies and private companies are required to implement specific measures to protect sensitive information.
 
In addition, these measures are required to mitigate exposure to sanctions under the law. Under new federal privacy laws municipalities and government agencies are not exempt from compliance or enforcement actions. Municipalities found out of compliance with the new laws are subject to federal and state fines’ ranging from $2,500 to $1,000,000 depending on the type of information maintained. In addition, consumers are also granted provisions to launch civil and class action lawsuits against municipalities that fail to protect their information according to the new federal regulations.

David Miller, who serves as FEMA’s Associate Administrator for the Federal Insurance and Mitigation Administration (FIMA), will be presenting information regarding flood insurance rate hikes from a national perspective, as well as hosting a Q&A segment. Previously, Mr. Miller served as the Administrator of the Iowa Homeland Security and Emergency Management Division from 2004-2011. During his tenure he served as the Governor’s Authorized Representative for eleven President-declared major disasters, including the 2008 flooding disaster that historically was the largest disaster to occur in the State of Iowa and, at that time, was the fifth largest disaster in the United States. Don’t miss out on the opportunity to interact with and learn from a leading expert and the man responsible for administering the Biggert-Waters Act.
 
In addition, Sue Hopfensperger, an Insurance Services Office (ISO)/Community Rating System (CRS) Specialist will be presenting information on how cities can help reduce the impacts of a flood and earn reduced flood insurance premiums for residents. Ms. Hopfensperger is a Certified Floodplain Manager (CFM) by the Association of State Floodplain Managers (ASFPM), and a member of both the Georgia and Florida Floodplain Managers Associations. She works in Florida with 44 Counties and approximately 72 NFIP/CRS communities across northeast Florida and coastal areas of Georgia. Even if your city already takes advantage of the CRS, this webinar can help you find out how to earn more CRS credit points toward a better CRS Class Rating. The more credit points your city earns, the lower the insurance premiums for your residents will be.
